If someone jumps off a vehicle and I continue to fire on that vehicle, it usually goes to about 8% and then will not take any more damage. This happens even if no one has left the zone and the owner is non-LE. I found a way around it though, just do a long or very long relog and if no one was in the zone, the vehicle becomes destructible.
