New Launcher wont start

Hi everyone

at first, im from germany and my english is worse :(

I installed the new client with all components after i deinstalling nc a couple of years ago.
After doubleclick on the shortcut i receive a error message "PegasusDistributionSystem.Starter dont work anymore".
The _nclapp folder is empty except an empty "cache"-folder.

Tried it w/o AV and firewall, starting in compatibility mode, as admin.....nothing works

Have no idea to get the lancher start, cant patching or do other things.
